In the first place, the chief makers of clone golf clubs are true golf companies in their own rights. Their own research and development departments produce club designs that are manufactured with the exact same materials the big OEM's use. The game's governing bodies have to say they aren't. If they are under the limit, they are listed on the Conforming Driver lists. If they are bigger then the allowed maximum, they are placed on the Non-Conforming Driver lists.
A word to the quick here. Some suppliers of cheap knock-offs proudly proclaim their drivers are conforming and point to the fact that these clubs are nowhere to be found on the non-conforming lists. That simply means they haven't been submitted for testing. Conforming drivers go on the conforming list. Just because a drivers is on the conforming list, that doesn't make it conforming.
Designing and creating conforming clubs takes a lot of skill and attention to details. The limits placed by the rules are very strict and it only takes a tiny manufacturing discrepancy to end up with non-conforming clubs. Volume isn't the only parameter to take into consideration. With limits on club-face recovery for instance (COR or Coefficient of Restitution) potentially influenced by even a minimal deviation in face thickness, quality control becomes vitally important.
Clone golf clubs from the top companies built according to the rules of the game and will be a lot easier on your wallet. Using the same quality materials as the big OEM's and with the same (or better) shafts, these are high quality clubs that will make golf that much more satisfying. What you end up playing is a set of high quality, conforming, custom built golf clubs that will play ever bit as good, if not better, than those high-priced off-the-rack OEM's. What you won't get is the price tag.
